It is not legal advice, not a certified inspection, not a PPI, not an official NHTSA or state MVD determination, not NMVTIS, and not a guarantee that a vehicle is safe, titled clean, or free of liens, floods, or defects. We invent no salvage-value haircut percent.

NHTSA year/make/model campaigns from recallsByVehicle are not a this-VIN unrepaired-recall result. We do not call /safetyIssues (it returned the wrong vehicles). VIN-specific unrepaired APIs returned 403. Confirm this VIN at nhtsa.gov/recalls. We never claim “no open recalls” without that this-VIN page. NHTSA’s API is not for bulk VIN lookups; we cache 24 hours per VIN and fetch only for the walk in progress.

Title transfer, odometer disclosure, emissions, salvage brands, and dealer-count rules depend on the motor vehicle department in the sale state you record. We do not invent other states’ statutes. Default next steps are federal only: NHTSA VIN recall, FTC used-car pages, and NMVTIS consumer access at vehiclehistory.gov.

FTC Used Car Rule (16 C.F.R. § 455.1): typically five or more used vehicles. Private-party sales do not require the window Buyers Guide. Tread: NHTSA TireWise 2/32 in. We do not invent a state tread statute. We do not claim a federal “crack in the driver view = illegal.”

EPA fuel economy is year/make/model plus displacement/drive/fuel when vPIC has them — never VIN→MPG. IIHS is a link only; NHTSA stars and IIHS G/A/M/P are different tests. Pricing is a flat $29 walk or $12/month. We do not take a percentage of any vehicle sale.

When the sale state is Arizona

Only then does the report add Arizona citations. Those lines are not a determination: salvage disclosure A.R.S. §§ 28-2091 and 28-2095; title in 15 days § 28-2058; seller Sold Notice within 10 days (ADOT 46-8502) for private sales; odometer exemptions § 28-2058(B); used-motor-vehicle dealer = 4 or more used vehicles in the previous 12 months (§ 44-1261), stricter than the FTC’s 5. A private Marketplace seller is not a dealer.

Licensed used-dealer implied warranty 15 days or 500 miles: § 44-1267. We do not apply that, or lemon law §§ 44-1262–1264, to a private used sale. Private as-is is UCC § 47-2316. In-use lights: stop lamp § 28-939; tail lamps § 28-925; windshield § 28-957.01; no obstruction of driver view § 28-959.01. There is no Arizona 2/32 statute in § 28-958.
